GENERAL DESCRIPTION:
Under general direction of the General Counsel assist with advising the District on a variety of legal issues, with a particular focus on compliance with Ralph M. Brown Act, California Public Records Act, public contracting law, employment laws, and public financing laws (including Proposition 218 procedures). This is an “at-will” position that serves at the discretion of the General Counsel.

- Assist with the District’s response to requests for public records.
- Assist staff with preparing notices and agenda for meetings.
- Draft, review, and assist with negotiations of contracts.
- Support the District’s management team during labor and employment matters.
- Conduct legal research.
- Develop legal recommendations.
- Assist with the management of outside counsel.
- Performs other duties as assigned.
CLASSIFICATION REQUIREMENTS:
Education and Experience
Any combination of education and experience that has led to the acquisition of the knowledge required by the position. A typical way of acquiring the knowledge would be:
Graduation from ABA-accredited law school, successful completion of the California Bar Exam, admitted and active member of the California Bar. No disqualifying issues in State Bar ethics and background information and at least five (5) years of work either in house or as outside counsel for a public agency.

- Interpret and apply Federal, State, local, District and departmental policies and procedures.
- Represent District policies, programs, and services effectively with employees, contractors, representatives, of other agencies and the public.
- Conduct highly complex problem-solving related to administrative, regulatory, and legislative law in area of expertise.
- Communicate clearly and concisely, both orally and in writing to a wide variety of audiences.
- Prepare detailed complex oral and written communications on a wide variety of legal issues related to administrative law.
- Read, understand and accurately interpret complex rules, regulations, laws, legislation, policy and guidelines applicable to area of expertise.
- Provide timely and accurate legal analyses and advice provided in area of expertise to management and the Board of Directors.
- Conduct complex contract negotiations involving sensitive and controversial issues.
- Conduct litigation on complex assignments.
- Possess physical characteristics to perform the critical and important duties of the job.
- Work hours other than normal work schedule.

STANDARD REQUIREMENTS
- Possession of a valid California Class C Driver’s License with a driving record acceptable to the District’s automobile insurance provider is required.
