2023-2024 Groundwater Allocation Applications Due January 18, 2023 (#687)

The District is preparing to launch its first groundwater allocation in 2023. The groundwater allocation application is separate and different from the annual agricultural water allocation application water users historically receive during this same time.

Landowners will receive their 2023-2024 Groundwater Allocation Application packets during the first part of December 2022. Applications can be faxed to the District at 559-241-6277 or mailed to or dropped off at the District’s main Fresno office, 3130 N. Fresno Street, Fresno, CA 93703, or Five Points office, 23050 W. Mt Whitney, Five Points, CA 93624. The Groundwater Allocation Applications must be received by the District at or before 5:00 p.m., January 18, 2023, to be considered timely. If you have any questions, please contact your Customer Service Representative at (559) 241-6250.

The groundwater allocation is made at the parcel level to all eligible gross acres (also referred to as assessed acres). Water users will not receive allocation application packets unless they are also landowners. Landowners must designate an active water user account in order to receive the groundwater allocation.
If a water user is not a landowner but has the right to occupy the land and receive the allocation as a lessee, the water user can access a blank allocation form by logging into their water user account on the District’s website. If more than one application is received for the same parcel of land, priority will be given to the landowner in accordance with the District’s Regulations for the Groundwater Allocation Program and Use of Groundwater Within the Westside Subbasin. If none of the applications is from the landowner, priority will be given to the water user who provides evidence of the right to occupy the land and receive the allocation.

All landowners and water users are invited to attend a virtual workshop hosted by the District on the Groundwater Allocation Application process. The workshop will be held through Zoom on December 13, 2022, at 2:00 PM. District staff will provide an overview of the Groundwater Allocation Application process and will be available to answer any questions. A recording of the workshop will be posted to the District’s website if you are unable to attend.
