District O&M Rate Waived on Lost Water
At the Westlands Water District Board meeting held on January 16, 2018, District staff discussed the analysis of estimated revenues and expenses in conjunction with recovery of the District’s 2017-2018 Operations & Maintenance (O&M) costs through the O&M water rate. Staff has been tracking potential shortfalls and excess revenues and believes that the District will deliver slightly more than the 1,044,000 acre-feet, which was the estimate utilized in the development of the 2017-2018 O&M water rate component of $15.68 per acre-foot. As a result of the analysis performed, the District will waive the collection of the District’s O&M water rate component on allocated Central Valley Project Water that is lost according to the District’s Article 2, Rescheduled Water guidelines (lost water).
Although the District will not collect the District’s O&M water rate component on lost water, staff is still reviewing the payments made to the San Luis and Delta-Mendota Water Authority (Authority) in 2017-2018 and will discuss any potential waiver of the Authority O&M water rate component with the Finance & Administration Committee and the Board as information becomes available.
