Below is an important message from Golden State Clean Energy regarding the approaching deadline to participate in the Valley Clean Infrastructure Plan:

As you are likely aware, Westlands Water District (the District) and Golden State Clean Energy (GSCE) have entered into an agreement — known as the Valley Clean Infrastructure Plan (VCIP) — to permit and develop clean energy infrastructure on District-owned lands. Under the Agreement, if private landowners choose to include their lands with the District’s lands to be permitted and planned for clean energy infrastructure by GSCE, we are providing the private landowners the ability to have your land evaluated and potentially participate in the VCIP on the same terms as the District.
We are reaching out because as we are beginning the initial environmental permitting work, the final deadline for inclusion is rapidly approaching. Once the permitting process is underway, the opportunity to have your land included in VCIP for solar development on the same terms as the District-owned lands will no longer be available. If any private landowners are interested in including their land in VCIP for solar development (and have not yet executed an agreement with GSCE), we highly encourage you to contact us at VCIP@goldenstatecleanenergy.com as soon as possible.
All lands that will be included in the VCIP need to be registered with GSCE no later than 5:00 PM on November 16, 2023.
