At its August 15, 2023, meeting the Board directed staff to develop a Water Turn Back Pool for up to 30,000 acre-feet to further the District’s recharge activities and to enable water users to reduce their risk of losing water under the District’s Rescheduling Policy and avoid some of the associated costs.
When the District accepts Turn Back Water, the quantity withdrawn from a water user’s account is a proration based upon the water required by the District at that time and the number of irrigable acres associated with accounts that have outstanding requests to turn back water. When an account’s request has been fulfilled, it will no longer participate, and the irrigable acres associated with that account will not be factored into subsequent turn backs. Accordingly, water users with relatively high per acre requests will turn back the bulk (increment above the pro-rata amount) of their request later, if water continues to be required.
Payment of $46.01 per acre foot is required at the time Turn Back Water is withdrawn by the District. The District will bill water users consistent with the Terms and Conditions of Agricultural Water Service. If payment is delinquent for 30 days or more, the District may return the Turn Back Water to the water user and reverse the charges. The water user would continue to be responsible for costs, in accordance with their 2023-2024 Agricultural Water Allocation Application and Purchase Agreement and the District’s Rescheduling Policy, if the water is lost.

Agreements not received at the District’s Fresno office by the due date will not be considered timely. Late Requests to turn back water will be considered on a first-come, first-serve basis, after timely requests are accommodated.
