Executive Assistant

GENERAL DESCRIPTION:

Under general direction of the General Manager, supports the administrative responsibilities of the General Manager by performing a variety of duties including scheduling; researching, compiling, and analyzing data; writing and editing reports and written communications; assisting with governmental relations; facilitating communication and coordination within the District; and managing related policies, projects, and activities of the District. The individual in this role must be able to work independently with minimal supervision, maintain confidentiality of sensitive assignments, handle concurrent assignments under time constraints, and analyze problems to recommend solutions. The ability to communicate effectively is required. The Executive Assistant is a single confidential position classification. Confidential means that the employee in this classification may be privy to decisions of District management affecting employer-employee relations and serves at the will of the General Manager.

EXAMPLES OF WORK PERFORMED:

The information below is meant to serve as examples of the job duties and responsibilities for this classification. This list is neither inclusive nor exclusive, but indicative of several types of duties performed.

  1. Manage the General Manager’s calendar by scheduling meetings, coordinating hotel and travel arrangements, and maintaining calendars of District activities, meetings, and events. Ensure seamless coordination between administrations, District personnel, the public, consultants, officials, legal counsel and outside agencies.
  2. Gathers and compiles information on various topics, including policies, procedures, legislation, regulations, and other activities through research or personal interviews.
  3. Reviews and summarizes material and makes recommendations.
  4. Prepares written correspondence, reports, and communications on behalf of the General Manager to the Board of Directors, outside agencies, or internal staff.
  5. Serves as a liaison for the General Manager with staff, water users, landowners, governmental representatives, and the public as required.
  6. Records and transcribe minutes of various Committee and Board meetings. Prepares agendas and coordinates supporting documents.
  7. May coordinate travel and hotel arrangements of management staff and the Board of Directors.
  8. Depending on assignment, may drive the General Manager to and from District business meetings.
  9. Pick up and drop off documents, and packages, as needed for District business.
  10. Maintains records, files, and the General Manager’s calendar.
  11. Performs other duties as assigned.

CLASSIFICATION REQUIREMENTS:

Education and Experience

Any combination of equivalent education and experience that has led to the acquisition of the knowledge required by the position. A typical way of acquiring the knowledge would be:

A bachelor’s degree in Public Administration/Affairs, Business Administration, or a related field, and two (2) years of experience in a position which required research, extensive written and oral communications, and reporting. Experience must include handling sensitive and confidential matters.

Knowledge of:

  • Methods of administrative analysis, research, report preparation, and presentation.
  • Techniques working with the public.
  • Administration of local public agencies.
  • California agriculture and irrigation.
  • Current political situations in the California water field.
  • Modern office and administrative practices, procedures, and business correspondence.
  • Modern office equipment, computer equipment, and software at an advanced level.

Skills/Abilities:

  • Interact effectively with internal and external contacts.
  • Communicate effectively both orally and in writing.
  • Proficient use of grammar, spelling and punctuation.
  • Excellent time management and organizational skills with the ability to work independently.
  • Handle critical and sensitive administrative assignments with a high degree of responsibility and discretion.
  • Maintain high level of discretion and confidentiality.
  • Perform responsible and administrative work involving the use of independent judgment and personal initiative.
  • Handle routine administrative matters by intercepting requests and questions directed to the General Manager.

WORKING CONDITIONS:

  • Possess the physical characteristics to perform the critical and important duties of the job.
  • Work hours other than normal working schedule.

STANDARD REQUIREMENTS:

  • Possess a valid California Class C Driver’s license with a driving record acceptable to the District’s automobile insurance provider.
