Westlands Water District has partnered with Point and Pay to provide a secure and convenient way to make payments online using a bank account, debit card, or credit card through a desktop or mobile device.
Making a Payment with Point and Pay

Point and Pay charges a service fee for online payments. Westlands Water District does not collect or retain any portion of this fee.
Service fees are as follows:
- E‑Check: $0.00 per transaction
- Debit Card and Credit Card: 2.75% per transaction (minimum $2.00)
Note: Electronic payments must be electronically delivered by 11:59 pm on the due date to be considered timely.
One-Time Payment vs Registering an Account
With Point and Pay, you can make a one‑time payment as a guest without creating an account.
If you choose to register an account, you gain access to additional features, including:
- A dashboard to manage multiple accounts
- The ability to schedule future payments
- Email notifications for billing statements and payment due dates

Finding Your Account or Parcel
You can link information in Point and Pay in two ways:
- Use an access code from your statement or Water Activity Report (available beginning March 1, 2026), or
- Link individual parcels (APNs) by entering the parcel number.
Parcel IDs must be entered in the format XXX XXX XX. Do not use dashes. Use a single space between each group of numbers.

The access code appears near the top of the report with the account information.
