GENERAL DESCRIPTION:
Under general direction of the General Manager, plans, organizes, and directs the day-to-day administrative activities and operations of the District. This includes finance, general accounting, customer accounting, human resources, labor relations, information technology, operations and maintenance, procurement and fleet services, and limited activities of the General Manager Division as necessary. The Chief Administrative Officer is an “at-will management” position in which the incumbent serves at the discretion of the General Manager.
EXAMPLES OF WORK PERFORMED:
The information below is meant to serve as examples of the job duties and responsibilities for this classification. This list is neither inclusive nor exclusive, but indicative of several types of duties performed.
- Plans, directs, and reviews the work of District Divisions ensuring that the divisions’ goals and objectives are met in an efficient manner.
- Recommends and participates in the development and implementation of District goals, objectives, priorities, and policies.
- Develops, analyzes, interprets and administers District policies.
- Implements systems and procedures required by District policies, Federal and State statutes, and/or regulatory agencies.
- Develops and implements cost control standards and guidelines for the District.
- Assists in the formulation and implementation of specific administrative policies and long-range plans for the District.
- Supervises the preparation of ongoing special studies and reports.
- Develops, administers, and controls divisional budgets.
- Confers with other agencies and governmental representatives.
- Renders decisions and provides general direction to staff.
- Meets with landowners and water users, and general public, as necessary, to represent the District activities.
- Complies with and enforces District rules, regulations, policies procedures.
- Coordinates with department heads to resolve administrative and operational issues.
- Performs other duties as required.
CLASSIFICATION REQUIREMENTS:
Education and Experience
Any combination of equivalent education and experience that has led to the acquisition of the knowledge required by the position. A typical way of acquiring the knowledge would be:
A bachelor’s degree in Public Administration, Business Administration, Law, Accounting, Economics, Finance, Human Resources, or a related field and seven (7) years of experience in a water utility district or organization with increasing responsibility for managing a workforce.
Knowledge of:
- Principles of organization and management necessary to analyze, evaluate, and direct a variety of programs, functions, or systems.
- Principles of governmental fiscal management, contract management, budgetary control, taxation, risk management, and public finance.
- Principles and practices of public personnel administration, human resources, and labor relations.
- Principles and methods of administrative analysis.
- Principles and practices of effective management and supervision.
- Legal, ethical, and professional rules of conduct for public sector employees.
- Applicable provisions of the California Occupational Safety and Health Act.
- Applicable federal, state, and local laws, regulatory codes, ordinance, policies, and procedures relevant to assigned areas of responsibility.
Skills/Abilities to:
- Research, analyze and provide effective recommendations on complex issues, proposals, budgetary and fiscal practices, procedures and problems.
- Analyze data using Excel to evaluate management methods and problems.
- Display and maintain a high degree of initiative, maturity, integrity, loyalty, accountability, creativity, and good judgement.
- Manage conflict and develop effective resolutions.
- Analyze budget and technical reports.
- Interpret and act in accordance with laws, regulations, and policies.
WORKING CONDITIONS
- Possess the physical characteristics to perform the critical and important duties of the job.
- Work hours other than normal work schedule.
LICENSE, CERTIFICATE, OR CREDENTIAL
- Professional certification in Administrative Management, Human Resources Management, or related field; advanced degree is desirable.
STANDARD REQUIREMENTS
- Possess a valid California Class C Driver’s license with a driving record acceptable to the District’s automobile insurance provider.
