GENERAL DESCRIPTION:
Under general direction of the General Manager, the Deputy General Manager – Energy and Power will plan, organize, and direct the District’s energy and power program. The Deputy General Manager – Energy and Power works with the management team to support the Board of Directors’ policies, develops and implements the District’s strategic plan, and manages the activities of the District regarding energy and power operations. This is an “at-will management” position that serves at the discretion of the General Manager.

- Recommends and participates in the development and implementation of District goals, objectives, priorities, and policies.
- Formulates, directs, and reviews the implementation of specific Divisional goals, objectives, priorities, and policies for diverse activities regarding energy and power efficiency.
- Prepare and present information and recommendations to staff and Board of Directors.
- Develops, analyzes, and interprets District policies.
- Plans, directs and manages Power and Water Resources Pooling Authority activities and District energy programs.
- Confers with other agencies and government representatives on specific and general matters.
- Participates in the preparation and review of ongoing special studies and reports including environmental documents prepared by various organizations.
- Serves as a liaison or representative on committees, commissions, task forces, or meetings.
- Attends and participates in industry conferences and meetings; stays current on power distribution operations, technology, best practices, and regulatory environments; reviews changes in regulations to evaluate the impact of proposed changes on current operations.
- Analyze and produce a variety of studies, reports, instructions, and schedules, in relation to the energy and power industry and the effect of industry conditions on the District. Maintain records related to assigned areas.
- Lead and develop innovative energy programs utilizing new or emerging technologies that are appropriate for the District.
- Monitor the progress of technical projects as they are administered by staff and ensures the completion and compliance with the District’s mission and their effects on overall District goals.
- Plan, direct and monitor CEQA, NEPA, and CEC compliance issues.
- Serve as a technical expert in areas relating to energy and power resources.
- Participate in the development of the overall strategy and goals to optimize the use of the District’s energy and power assets through strategic multi-market analysis, new product and resource development, and assist with the facilitation and implementation of those strategies and goals.

CLASSIFICATION REQUIREMENTS:
Education and Experience
Any combination of equivalent education and experience that has led to the acquisition of the knowledge required by the position. A typical way of acquiring the knowledge would be:
A bachelor’s degree in Civil, Agricultural, or Environmental Engineering, Business Administration, Resource Management or a related field, and seven (7) years of increasingly responsible experience in utility resource planning and analysis. Experience in a special district or public utility agency is desirable.
Knowledge of:
- Energy and power resource planning and risk management concepts.
- California’s Renewables Portfolio Standard, Power Content Label and Power Source Disclosure Programs, resource adequacy obligations, integrated resource planning requirements, and reporting and mitigation requirements.
- Local, state, and federal policies related to utility resource management.
- The Western Renewable Energy Generation Information System (WREGIS).
- The use of renewable energy certificates to support mandatory and voluntary compliance programs per California regulations and legislation.
- Principles and practices of power regeneration and energy conveyance systems.
- Principles of National Environmental Policy Act, California Environmental Quality Act, and Endangered Species Act compliance requirements.

STANDARD REQUIREMENTS
- Possess a valid California Class C Driver’s license with a driving record acceptable to the District’s automobile insurance provider.
- Certified Energy Manager (CEM), Certified Energy Procurement Professional (CEP), Leadership in Energy and Environmental Design Accredited Professional (LEED AP), or other relevant credentials, are desirable.
