GENERAL DESCRIPTION:
Under general direction of the Deputy General Manager of Finance & Administration, establishes and directs the strategic long-term goals, policies, and procedures for the Information Technology department; determines the District’s long-term systems, needs and hardware acquisitions to accomplish business objectives; recognizes new developments in the information systems technology and anticipates organizational modifications; relies on experience and judgement to plan and accomplish goals; functions as top-level contact to assist end users in determining information system requirements and solutions; and plans, organizes, and reviews the work of assigned staff. This is an “at-will management” position classification which serves at the discretion of the General Manager.

Leadership & Supervision
- Plans, organizes, assigns, directs, and reviews the work of assigned staff engaged in implementing new technologies, repairing and installing computers and components, diagnosing and repairing system problems, and maintaining telephone systems.
- Provides coaching, training, and performance management to ensure staff success.
Systems & Applications Development
- Designs, develops, and maintains custom and purchased applications, data storage systems, communications platforms, and network infrastructures.
- Reviews, evaluates, and implements new technologies to improve efficiency, data integrity, and service delivery.
Technology Planning & Implementation
- Consults with departments to understand business processes, clarify objectives, and design appropriate technical solutions.
- Assists in the preparation of the annual IT budget; recommends resource allocations and cost-effective strategies.
- Maintains business continuity and disaster recovery plans; conducts periodic testing and improvement.
Support & Customer Service
- Provides technical support to internal and external District employees, website users, and intranet/extranet users.
- Ensures reliable technology support for public meetings, including audiovisual and streaming services.
- Provides informational support and technical coordination with outside vendors.
Cybersecurity & Compliance
- Owns and manages the District’s cybersecurity program, including risk assessment, control selection, incident response, vulnerability management, and awareness training.
- Coordinates with Operations & Maintenance on IT boundaries, network security, and SCADA/PLC system support.
- Ensures District websites comply with ADA/WCAG standards and support transparency regulations.
Records & Legal Coordination
- Partners with Records and Legal staff to ensure trustworthy electronic records, compliant storage and backups, retention schedules, litigation holds, and Public Records Act response support.
Budgeting & Administration
- Assists with technology-related components of the District’s annual budget.
- Develops and maintains effective working relationships with internal staff, management, vendors, and stakeholders.
- Performs other duties as assigned.
CLASSIFICATION REQUIREMENTS:
Education and Experience
Any combination of equivalent education and experience that has led to the acquisition of the knowledge required by the position. A typical way of acquiring the knowledge would be:
A bachelor’s degree from a four (4) year college with major course work in computer science, or a related field and five (5) years of experience of progressively responsible full-time work in programming; including two (2) years of which must include lead or supervisory responsibilities.
Knowledge of:
- Standard business and accounting concepts, practices, and procedures.
- Relational database and SQL programming.
- Graphical user interface design and programming.
- Client-server and object-oriented programming concepts.
- Writing and documentation techniques.
- Correct grammar, spelling, and punctuation.
- Principles and practices of management and supervision.
- Network systems.
- Principle and practice of web site, email, and voice mail administration.
WORKING CONDITIONS
- Light lifting up to 35 pounds
- Possess physical characteristics to perform the critical and important duties of the job including sustained posture at a computer station for prolonged periods.
- Work hours other than normal work schedule.
STANDARD REQUIREMENTS
- Possess a valid California Class C Driver’s license with a driving record acceptable to the District’s automobile insurance provider.
