GENERAL DESCRIPTION

Under the general direction of the Supervisor of Mechanical Maintenance, performs and plans, organizes, directs, and reviews the work of assigned staff performing operation, inspections, maintenance, and repair of pumping plant and water distribution facilities and the operation and maintenance of the Pleasant Valley Pumping Plant. The ability to communicate effectively is required.

EXAMPLES OF WORK PERFORMED

The information listed below is meant to serve as examples of the job duties and responsibilities for positions in this classification. This list is neither inclusive nor exclusive, but indicative of several types of duties performed.

  1. Plans, organizes, directs, inspects, and reviews the activities of assigned staff engaged in the maintenance and repair of pumping plant and water distribution facilities and the Pleasant Valley Pumping Plant.
  2. Develops, implements and supervises maintenance, operation, repair and preventive maintenance programs, and makes recommendations on equipment modifications and service frequency.
  3. Implements power and water pumping schedules at the Pleasant Valley Pumping Plant and Coalinga Canal to accommodate District delivery demands.
  4. Schedules work and coordinates jobs with other departments, divisions, and outside services.
  5. Services, troubleshoots, diagnoses, removes, repairs, and reinstalls check, butterfly, and gate, valves; vertical and horizontal pumps; electrical and hydraulic components of valve actuators; gear reducers of various types and sizes; and traveling water screens, including gear reducers, motors, shafts, shaft couplers, chains, sprockets, and “A” frames in pumping plants.
  6. Develops, reads, interprets, and modifies blueprints and makes sketches of work to be performed.
  7. Issues and receives safety clearances and performs high voltage switching at the Pleasant Valley Pumping Plant facilities.
  8. Performs and directs the vibration meter testing, and assesses results and establishes priority levels for the repair of the pumps, motors, and other related equipment.
  9. Installs new and/or revised meter installations, and reads piezometers and stress meters.
  10. Uses arc welding, brazing, and torch-cutting equipment.
  11. Operates two-axle dump truck, mechanical trash rake, truck-mounted folding or telescoping cranes and bridge cranes.
  12. Manages repair backlog and oversees contract work.
  13. Operates pumps, and radial gate check structures on the Coalinga Canal manually when necessary.
  14. Assists in the estimation of the Department’s annual budget.
  15. Assists in the preparation of estimated costs for equipment, labor, and material.
  16. Assists in the selection of work methods, establishing job priorities, and preparing work schedules.
  17. Performs other duties as assigned.

CLASSIFICATION REQUIREMENTS

Education and Experience

Any combination of equivalent education and experience that has led to the acquisition of the knowledge required by the position. A typical way of acquiring the knowledge would be:

Completion of the twelfth (12) grade and five (5) years of equivalent experience performing a variety of duties related to the operation, maintenance and repair of pumping plant and water distribution system facilities, including vertical and horizontal pump, valve and traveling water screen repair; or any combination thereof, for which demonstrated lead or supervisory responsibilities have been assigned.

Note: One (1) year experience as an Operations and Maintenance Trainee with Westlands Water District in the Mechanical Maintenance Department will substitute for two (2) years of the required experience.

Knowledge of:

  • Reading maps and interpreting electrical and engineering drawings, diagrams, sketches, plans, and specifications.
  • Operating criteria for the Pleasant Valley Pumping Plant.
  • The applicable safety and accident prevention procedures of the California Occupational Safety and Health Act.
  • Pump vibration readings assessment.
  • Pump dynamic head and flow design and repair procedures.
  • Electronic, automatic, and manually operated valve actuator troubleshooting and repair procedures.
  • The National Electrical Code and relevant Electrical Safety Orders of the California Division of Industrial Safety.
  • Machine shop tool set-up and operation procedures.
  • Welding and fabrication procedures.
  • Overhead and truck mounted crane operation limits and load rigging principles.
  • The applicable California General Industrial Safety Orders.
  • Principles and techniques of supervision.

LICENSE, CERTIFICATE, OR CREDENTIAL

If assigned to the Pleasant Valley Pumping Plant, possession of a California Department of Health Services (DOHS) Distribution System Operator D-2 Certification is desirable, but not required. Depending on assignment, must be certified by the National Commission for the Certification of Crane Operators (NCCCO) within twelve (12) months of assignment.

SPECIAL REQUIREMENTS

Depending on assignment, must qualify to be authorized by the Western Area Power Administration to issue and receive safety clearance procedures and to perform high voltage switching at the Pleasant Valley Pumping Plant facilities within twelve (12) months of assignment

WORKING CONDITIONS

  • Heavy lifting up to 100 pounds.
  • Work in all kinds of weather.
  • Possess physical characteristics to perform the critical and important duties of the job, including the ability to climb stationary ladders up to 100 feet in height, work suspended above ground level (approximately 45 feet) in a bosun chair or aerial lift, and work in confined spaces, such as in excavations (approximately 20 feet below ground level), buried dewatered pipelines and manifolds (ranging in size from 3 feet to 13 feet in diameter), and dewatered sumps and turnout facilities (approximately 30 feet below ground level).
  • Respond to emergency calls on a 24-hour-a-day basis.

STANDARD REQUIREMENTS

  • Possession of a valid Class C California Driver’s License with a driving record acceptable to the District’s automobile insurance provider is required.
  • Depending on assignment, possession of a valid Class A California Driver’s License with air brake endorsements must be obtained within twelve (12) months of assignment along with a driving record acceptable to the District’s automobile insurance provider.
  • If assigned to the Pleasant Valley Pumping Plant, possession of a valid Class B California Driver’s License must be obtained within twelve (12) months of assignment along with a driving record acceptable to the District’s automobile insurance provider.
