GENERAL DESCRIPTION:
Under general direction of the Director of Operations and Maintenance, plans, organizes, directs, controls, and supervises staff and work related to the planning, design, construction, reconstruction, maintenance, and operation of the District’s distribution and pumping facilities. This is an “at-will management” position in which the incumbent serves at the discretion of the General Manager.

The information below is meant to serve as examples of the job duties and responsibilities for this classification. This list is neither inclusive nor exclusive, but indicative of several types of duties performed.
- Plans, organizes, assigns, directs, reviews, and supervises the work of assigned staff engaged in the preparation of engineering designs, specifications, estimates, reports and documents for projects related to maintenance, reconstruction, and construction of District facilities; engineering surveys, Underground Service Alert notification/administration; provides documents, drawings, pressure calculations, and survey information to District employees, constituents, and other agencies.
- Selects, trains, and evaluates the performance of assigned staff.
- Prepares the Department’s annual budget; reviews expenditures to ensure they remain within prescribed limits; and justifies budget variances.
- Communicates with staff and ensures compliance with District policies, rules, regulations, and guidelines.
- Formulates long-range planning goals.
- Serves as a Project Engineer on construction projects; inspects the construction of facilities and materials for compliance with plans and specification.
- Performs studies and prepares reports and specifications on soil mechanics for foundation design and embankment stability.
- Administers the license agreement and new temporary diversion installations with the U.S. Bureau of Reclamation.
- Serves as a primary Project Engineer/Coordinator for Division 3 on Resources initiated projects; coordinates design, plan review, project scope discussions with Division 3 Department Supervisor and Resources Project Manager to ensure project adherence with current engineering and planning activities.
- Prepares or reviews environmental studies, documents, and reports.
- Acts as District representative at meetings, conferences, and hearings of local, State, or federal agencies.
- Responsible for facility maintenance at the District’s Five Points Shop and Field Office, including annual inspections and overhead crane certification.
- Performs other duties as required.
CLASSIFICATION REQUIREMENTS:
Education and Experience
Any combination of equivalent education and experience that has led to the acquisition of the knowledge required by the position. A typical way of acquiring the knowledge would be:
A bachelor’s degree in Civil, Agricultural, or Mechanical Engineering, or a related field, and five (5) years of increasingly complex engineering experience related to project identification, planning, design, construction, and operation of a pipeline distribution system and related hydraulic structures and equipment, two (2) years which must have included lead or supervisory responsibilities; or equivalent.
Knowledge of:
- Engineering principles, practices, terminology, and methods of planning design
- construction, operation, and inspection of water supply, water distribution and drainage collection systems and water resources, water supply, and water and wastewater treatment, pumping plant and related facilities.
- Principles of hydraulic design, hydrology, materials engineering, soil mechanics, and structural engineering.
- Principles, practices, methods and materials involved in the maintenance, structures, valves, and other mechanical or structural facilities.
- Principles and practices of management, supervision, and budgeting.
- Engineering economics, specifications, and contract specifications.
- Principles of National Environmental Policy Act (NEPA), California Environmental Quality Act (CEQA), and Endangered Species Act (ESA), and Regional Water Quality Control Board and State Water Resources Control Board compliance requirements.
- Central Valley Project, State Water Project, and Sacramento-San Joaquin Bay/Delta Estuary operations.
- Water conservation/management practices, including wastewater reuse.
- Fundamentals of specification writing and regulations.
- Applicable safety and accident procedures of the California Occupational Safety and Health Act.
- Computer Technology as applied to engineering work.
Skills/Abilities to:
- Present complex engineering issues and solutions to a wide audience with varied subject knowledge.
- Communicate effectively orally and in writing.
- Research, analyze, and recommend solutions on complex issues.
- Manage multiple projects, set priorities, and meet established deadlines effectively and independently.
- Use a PC and Microsoft Office Programs including ArcGIS, AutoCAD, Excel, and Word.
WORKING CONDITIONS
- Possess the physical characteristics to perform the critical and important duties of the job including confined space entry and the ability to climb stationary ladders.
- Possess the physical strength and agility to work outdoors under adverse climatic conditions.
- Work hours other than normal work schedule.
LICENSE, CERTIFICATE, OR CREDENTIAL
- Possess a valid certificate of registration as a professional engineer in the fields of Civil, Agricultural, or Mechanical Engineering issued by the California State Board of Registration for Professional Engineers is required.
STANDARD REQUIREMENTS
- Possess a valid California Class C Driver’s license with a driving record acceptable to the District’s automobile insurance provider.
