Notice is hereby given that a regular meeting of the Water Policy Committee of the Board of Directors of Westlands Water District will be held on February 16, 2021 at 11:00 a.m.

In accordance with the Governor’s Executive Order N-29-20, issued pursuant to the Governor’s State of Emergency proclamation, and in response to the COVID-19 pandemic, this meeting will occur exclusively through Zoom.

  5. Committee to Consider Recommendation that the Board of Directors Replaces the 2022-23 Groundwater Management Program and Irrigation System Management Program Opportunity Cost Rate Component with the District’s Operation Costs.
  6. Committee to Consider Recommendation that the Board of Directors Adopts Resolution No. 104-20, Authorizing Execution of Warren Act Contracts and Exchange Agreements with the United States Bureau of Reclamation for Conveyance and Storage of Non-Project Water in Federally Owned Facilities, and Related Actions.

Item 10a –Consider Recommendation that the Board of Directors Adopts Resolution No. 103-21, Authorizing Execution of the Electric Service, Base Resource Contract 20-SNR-02330 (Contract) with the United States Department of Energy, Western Area Power Administration, Sierra Nevada Region, and Related Actions.
    2. Item 10b- Consider Recommendation that the Board of Directors Adopts Resolution No. 104-21, Authorizing Execution of Warren Act Contracts and Exchange Agreements with the United States Bureau of Reclamation for Conveyance and Storage of Non-Project Water in Federally Owned Facilities, and Related Actions.
    3. Item 10c- Consider Recommendation that the Board of Directors Replaces the 2022-23 Groundwater Management Program and Irrigation System Management Program Opportunity Cost Rate Component with the District’s Operation Costs
    4. Item 10d- Receive Groundwater Conditions Update for the Third Quarter of the 2020/21 Water Contract Year
  10. Public Comment – Any member of the public may address the Committee concerning any matter not on the agenda but within the Committee’s jurisdiction.  Public comment is limited to three minutes per person and no more than fifteen minutes per topic.  For good cause, the Committee Chairperson may waive these limitations.
  11. Closed Session – The Committee will meet in closed session pursuant to the Government Code section noted to discuss the following:

  13. Committee to Consider Recommendation to the Board of Directors Authorizes the General Manager or Designee to Execute an Option Agreement with Golden State Solar North, LLC on up to 5,000 acres of District Owned Land in Sections  33 and 34 in T.12S., R.13E., M.D.B.&M. and Sections 2, 3, 4, 8, 9, 10, 11,15 and 16 in T. 13S., R.13E., M.D.B.&M.

Written material distributed during a public meeting will be available for public inspection at the meeting, if prepared by the local agency or a member of its legislative body, or after the meeting if prepared by some other person.
