2025-26 District Groundwater Recharge Agreement for District Recharge Facility Use through the $25/AF agreement (#792)

December 26, 2025

Effective January 5, 2026, District-owned recharge facilities are available for use under a $25/AF agreement. Last week, the District notified Water Users who may have water balances that exceed the rescheduling Cap and encouraged Water Users to balance accounts to avoid losing water. Water Users can consider participating in the District one for one (1 for 1) Facilitated Transfer Program or consider participating in the $25/AF agreement. More information on the 1 for 1 Facilitated Transfer Program is available on the District’s Website.

In order to participate in the $25/AF agreement, water users must submit an agreement to allocate and pay for the surface water delivered to recharge at District-owned facilities.

In addition to paying for the cost of the water, if the water user selects the $25/AF
program
, the Water User will pay the District $25/AF (net groundwater credit) to
recharge at District-owned facilities and receive 100 percent of the net groundwater credit. There is no additional cost for the Facilitated Transfer Program.

The District anticipates up to 1,500 AF of surface water could be recharged.
Agreements are posted on the SGMA website and agreement holders may receive their pro-rata share based on the acres in their account, if requests exceed the District’s recharge capacity. If you are interested in participating, please submit your $25/AF agreement by January 5, 2026, to be considered timely. Late agreements will be accepted if capacity is available and will be processed on a first-come, first-served basis.

If you have any questions concerning the 2025-26 District Groundwater Recharge
Agreement, please contact Katarina Campbell at (559) 241-6226.
