Enclosed is the Groundwater Allocation Application Agreement form for the upcoming water year. Please note that this form is separate from the Annual Agricultural Water Allocation Application, which water users typically receive at this time. The Annual Agricultural Water Allocation Application is mailed directly to water users, while the Groundwater Allocation Application Agreement is mailed directly to landowners.
Important Dates:
- The Groundwater Allocation Application Agreement is due by January 15, 2026, to be considered timely.
- Applications submitted after January 15, 2026, will be considered late but will still be accepted if received by July 31, 2026.
- Late applications may not receive their groundwater allocation until up to 45 days after the late application is accepted.

All groundwater users are subject to the District’s regulations. Allocations are made at the parcel level for eligible gross acres (also known as assessed acres). Please submit one application per groundwater user account and list all parcels for which you are requesting groundwater allocation. You may attach a list of parcels and their corresponding gross eligible acres instead of writing them directly on the form.
Note for Lessees: If you are not the landowner but have the right to occupy the land and receive the allocation as a lessee, you can access a blank application form by logging into your water user account on the District’s website or by contacting the District.
Important: If you need to amend your application before July 31, 2026, you must submit a revised 2026-2027 application
Priority for Application Processing:
If multiple applications are submitted for the same parcel, priority will be given to the landowner as per District regulations. If none of the applications are from the landowner, priority will go to the water user who can provide evidence of their right to occupy the land and receive the allocation.
Groundwater Allocation Application Agreement Form Instructions:
- Complete and sign both sides of the form.
- If any information (account number, name, or address) is different from what is printed on the form, please update it. If using a blank application, fill in the required information.
- List all parcels and gross eligible acres you are requesting groundwater allocation for, whether owned or leased. You can attach a separate list of parcels and acres if you prefer.
- Ensure that all parcels listed are located within the Westside Subbasin.
- Indicate the amount of groundwater you are requesting for each parcel using whole acre-feet or check the box for the maximum available allocation (1.0 acre-feet per gross acre for the 2026-2027 water year).
- Please be sure to check the box on the application form if you wish to participate in the Groundwater Credit Allocation and to purchase your pro-rata share of the District’s Groundwater Credit.
Note: If the District projects that the Central Valley Project (CVP) allocation will be twenty-five percent (25%) or less, the District may dispense approximately 24,000 AF or 0.046AF/acre by March 31, 2026, through a Groundwater Credit Allocation. Payments from Groundwater users will be subject to Article 2: District Rules and Regulations and District Terms and Conditions.
District Well ID Information Form Instructions:
- Complete, sign, and date the District Well ID Information Form, then return it along with your Groundwater Allocation Application Agreement.
- Review and update your associated wells. It is important that District staff have an accurate, up-to-date list of your District Well IDs, as this information helps track and report groundwater usage.
- To add a well, write the District Well ID in the corresponding column and check the “Add” box.
- To remove a well, write the District Well ID in the corresponding column and check the “Remove” box.
- If no updates are needed, check the box at the bottom of the form to indicate there are no changes.

Note: Applications that do not include the District Well ID Information Form will be considered incomplete and may cause processing delays. This form helps the District track the accounts associated with the groundwater wells from which usage will be deducted.
A complete application must include both the Groundwater Allocation Application Agreement and the District Well ID Information form.
