Supplemental Payment Plan

On April 21, 2026, the General Manager exercised her authority under Section 10 of the District’s Terms and Conditions for Agricultural Water Service to establish a payment plan for 2026–27 Supplemental Water advance charges. The payment plan allows payments to be made in three equal monthly installments, and includes interest equal to the District’s rate of return on its investment vehicles (currently 3.75%). Supplemental Water will be credited to a Water User’s account only in amounts that have been paid for. Users who pay in full will receive their full allocation, while users on a payment plan will receive supplemental water incrementally as payments are made. Billing for the first installment will not include interest. Interest will be billed separately on the June statements mailed out in July.

Any water user participating in the 2026-27 Supplemental Water program who would like to utilize this payment plan can submit the attached form to Customer Accounting at customeraccounting@wwd.ca.gov by end of business on May 31, 2026.

District Groundwater Recharge Credit Allocation

The District will dispense Groundwater Credits at 0.046 AF/acre based on the current CVP allocation announcement of twenty-five percent (25%) or less. Credits are estimated at $190/AF, and full payment is required before credits are allocated to the account.

The advance will be allocated on June 1, 2026, and June billing will reflect the advance due in July. Credits will be identified as Non-SPA, North SPA, or South SPA, depending on the acreage to which they are assigned, and may only be used in wells associated with that designation.

Assessment Equalization Hearing

The Board of Directors, acting as a Board of Equalization, conducted an equalization hearing for the District’s 2026 benefit assessment and adopted Resolution No. 111-26 equalizing the District’s 2026 benefit assessment and setting the assessment rates. The assessment book was filed with the Tax Collector on April 20, 2026, thereby constituting a lien on each parcel of land assessed, due and payable as of May 19, 2026. The benefit assessment is charged to each parcel based on its acreage and land use category. The rate of assessment for each acre under the land use category of Eligible for Other Water Supply is $13.19 per acre. The rate of assessment for each acre under the land use category of Eligible for CVP Allocation is $32.11 per acre. Since acreage eligible for CVP Allocation is also eligible for Other Water Supply, the total assessment for CVP Allocation will be the sum of the two, or $45.30 per acre. Statements will be mailed in June with a due date of November 19, 2026. Assessments paid after the due date will be considered delinquent.

April Evap Loss Billing

Point & Pay Online Payments

Water Users Web User Login Page – Buy and Sell Offers

The District offers a message board for water users who wish to buy and sell water on its Web User login page. The message board allows water users to post their name, phone number, offers to buy or sell water, and a brief description, matching water users with excess water and those with unmet demands. Please call your Customer Service Representative for assistance in accessing or using the message board, or to set up your Web User profile.

Holiday Office Closures & Water Ordering Procedures

District offices will be closed on Monday, May 25, 2026, in observance of Memorial Day. The affected water ordering deadlines are as follows:

2026-2027 Supplemental Water Update

Supplemental Water Applications were due on March 31, 2026. The District received approximately 84,551 (79,234 AF timely) AF in requests for Supplemental Water on 231,435.04 (204,645.54 acres timely) acres. The District will continue to accept late requests for Supplemental Water until further notice. The District’s first allocation of 54,000 AF of Supplemental Water occurred on May 1, 2026. Currently the District has 25,234 AF of timely requests remaining and 5,317 AF of late requests remaining. Growers are encouraged to assess their water budgets to evaluate whether a reduction in their supplemental water request is warranted. Provided the District has not yet secured the supply, growers may adjust their requests accordingly. The estimated delivered cost is $775-$800/AF.

Potential Revisions to District Regulations to Require Good Land Stewardship

In furtherance of the goals of maximizing conservation and beneficial use of water, the District is considering revisions to its Rules and Regulations that would require good stewardship of land for water users to continue receiving District benefits. Revisions are likely to preclude land and accounts with associated land that harbors weeds, pests and abandoned crops from receiving allocations or delivering District water or groundwater, until the land is free of weeds, pests and abandoned crops or a remediation plan (backed by a financial commitment) is agreed upon. Additional measures are being contemplated that would enable the District to enter and abate these conditions at the water user/landowner expense.

WATER SUPPLY

2026-2027 Central Valley Project (CVP) Contract Allocation

On May 19, Reclamation increased the CVP South of Delta (SOD) agricultural contractor allocation to 25%. This follows an earlier increase on March 24, when the initial allocation of 15% was raised to 20%. The new CVP SOD allocation will be allocated on or about May 26, 2026.

Central Valley Project (CVP) Operations

Shasta Reservoir storage is approximately 4,065,968 AF; 112% of the 15-year average. CVP storage in San Luis Reservoir (SLR) is 763,823 AF; 123% of the 15-year average.

Total exports from the Delta are 4,800 cfs with Clifton Court inflow and Jones Pumping Plant (PP) operating at 600 cfs and 4,200 cfs, respectively. CVP and State Water Project PPs are out of alignment through the end of May with state exports continuing to be constrained by their Incidental Take Permit’s Spring Delta Outflow Requirement. State exports are limited to the greater of either their proportional share of Vernalis flow to combined export ratio or 600 cfs.

While CVP exports are currently at capacity (i.e., 5 units at Jones PP), CVP exports will be constrained by D-1641’s 35% Combined Export-to-Delta Inflow ratio limit on May 23. Jones PP will be targeting an export rate of 3,700 cfs.

2026-2027 Groundwater Allocation Applications – Deadline Passed

The January 15, 2026, submission deadline for timely applications has now passed. Applications received after January 15, 2026, are considered late.

Late Groundwater Allocation Applications and Agreements will be accepted through July 31, 2026, and revised applications may also be submitted until that date. However, Groundwater Allocations for late or revised applications may not be available until 45 days after the application is accepted.

Water Users should comply with the District’s water ordering procedures. Conveyance capacity through many laterals is constrained. District staff determines lateral demand based on water orders. When demand exceeds the capacity of the lateral, the entire lateral is adversely affected, and water service can be lost for all users on the lateral. To properly operate and maintain the District’s water distribution system and, to a larger extent, the Central Valley Project, water users are required to place proper water orders in accordance with the District’s Terms and Conditions for Agricultural Water Service.

Water Users who are found to be running without an order will have their meter(s) turned off pursuant to Article 2, Section 2.6.H of the District’s Rules and Regulations. In addition, meters found running without a valid water order may be subject to a lateral monitoring fee of up to $1,055.22. Accurate water orders are also critical. For reference, if a meter malfunctions or varies from a standard calibration range, your monthly billing can be directly affected by the accuracy of your water orders.

2026-2027 Land-Based Charges Due

The 2026-2027 Land-Based Charge bills were mailed on March 4, 2026, with the first installment previously due March 25, 2026, and the second installment due September 25, 2026. A penalty will be added to unpaid charges on the day following the payment due date. Land-based statements are now accessible online through the web user portal under E-Docs.

OPERATIONS & MAINTENANCE

Golden Mussel Update

As previously reported, staff has confirmed the presence of the Golden Mussel, an invasive species, within the District’s distribution system. We are working with our State and Federal partners, as well as local agencies, to learn all we can about the mussel and how we can manage or eliminate the impact it could have on water deliveries. Staff is working to implement a treatment strategy to address the buildup of mussels before it has any effects on water delivery. Final plans are being developed and look to address Laterals 4L and 7R in late June or early July. Water users on the affected laterals will be notified once the treatment plan is finalized. The treatment will generally consist of applying a copper based molluscicide at the headworks with the potential to boost treatment residuals along the pipeline as needed. The treatment duration may fluctuate depending on the specific strategy implemented, however it will not affect water users’ ability to deliver water. Staff will coordinate a brief shutdown once the treatment has concluded to inspect and observe the treatment’s effectiveness. Water Users are requested to report any sightings in filtration systems or on farm irrigation systems to the Field Engineering and Planning Department as tracking the mussels’ spread plays an important role in addressing issues before they become critical.

Staff sent out a notice on February 12 that contained Best Management Practices on treatment and control methods water users can use on their irrigation systems. The notice was intended as a broad overview of the best known and most effective treatments. Water users that would like more information on the Additional Control Methods still being tested, should reach out to Field Engineering staff. Water users are encouraged to implement any measures that suit their individual irrigation sites this summer as a preventative measure. Staff are also currently developing a Mussel Monitoring and Control Plan in coordination with the California Department of Fish and Wildlife. The District will provide more information with water users as it becomes available through the weekly Westlands Water Watch emails, Board meetings, and through this Monthly Notice.

Cross Connections with District Facilities

With over 1,000 miles of pipe, operating and repairing the District’s distribution system can present unique challenges. Staff understands the need for flexibility when connecting and operating on-farm irrigation systems; however, continued instances of damage and delays over the past year highlight the need to follow existing standards. Consideration needs to be given to the District’s distribution system when cross-connecting groundwater wells and other sources of water to protect District staff, pipelines, tanks, reservoirs, and adjacent private property from damage.

Groundwater Well Maintenance

The District would like to remind Water Users that the meters installed on groundwater wells for compliance with the approved Groundwater Sustainability Plan are owned by the District and should not be removed, relocated, or adjusted by Water Users, their staff, or contractors. If a meter needs to be removed during regular maintenance or emergency repairs of the well and/or its discharge piping, please contact District staff so the meter can be removed during the work to avoid any damage to the meter.

To connect privately owned AMI or monitoring systems to a District-owned meter, please contact Water Measurement Specialist, Quinn Manning.

Planned Maintenance Schedule 2026-27

Low-Interest Irrigation or Recharge Equipment Lease Program

The District’s Expanded Irrigation System Improvement or Recharge Program (EISIRP) offers low-interest loans of up to $200,000 to water users for the lease-purchase of irrigation systems and recharge project equipment. At the March 2025 meeting, the Board of Directors reauthorized use of additional Public Purpose Program (P3) funding for cost-share under the EISIRP. Accordingly, water users who plan to install an irrigation system on land that is served by a pump enrolled in a District power program may also be eligible for a 35% cost share, up to $70,000, from the District’s EISIRP/P3 Grant. Additional information is available on the EISIRP and P3 pages on the District’s website.

Sustainable Groundwater Management Act (SGMA) Update

As you plan your water budget for the new contract year, which began on March 1, 2026, please review Article 1, Regulations for the Groundwater Allocation Program and Use of Groundwater within the Westside Subbasin, available on the Regulations page of the website. Please note that a Groundwater User must apply for voluntary participation in the Groundwater Allocation Program to receive a groundwater allocation. Per Article 1, the 2026-27 Contract Year Groundwater Allocation is 1.0 AF per Gross Acre.

The next Advisory and Technical Advisory Committee Meetings are tentatively scheduled for June 2, 2026, at 9:00 am.

Westlands Multibenefit Land Repurposing Program

Landowners, growers, and other interested stakeholders are invited to attend the District’s Multibenefit Land Repurposing Program (Program) Steering Committee (SC) and Outreach Advisory Committee (OAC) meeting. The next SC/OAC meeting is scheduled for Wednesday, June 17, 2026, at 2:00 pm Please refer to the District’s calendar for additional information.

The Program’s Project Process is currently underway, and funding is available to support eligible multibenefit land repurposing projects. The priority deadline to submit a Program Project Application was Friday, January 30, 2026. Late applications will be accepted and may be considered for funding. Landowners and growers are also encouraged to explore projects ideas listed in “Step 2” of the Program’s Project list, located at the bottom of the Program’s website. These project ideas require dedicated land to advance through the Program’s Project Process. Interested parties should contact the individual(s) listed to discuss project ideas further.

A community meeting will be held to discuss how Program funding can be used to repurpose agricultural land and will include updates on the Program Plan, highlight potential projects, and provide an opportunity for your input to help shape future opportunities. Details of the community meeting will be provided in an upcoming grower notice. The Final Program Plan is anticipated to be completed and presented to the District Board of Directors at a Regular Summer 2026 Board Meeting.

Distribution Integration Program

The District is currently offering the Distribution Integration Program (DIP) for water users who wish to participate. The DIP provides water users with the flexibility to develop and manage groundwater supplies for conveyance throughout the District. To be approved to participate in the DIP, water users must submit a DIP application, and a water quality report that demonstrates compliance with standards, receive approval from the other users along the respective DIP lateral, and construct an integration facility per District Specifications. Information about the program is posted on the CIP-DIP Page on the District’s website.

Westlands Water Quality Coalition Members

The Coalition held its annual member outreach meeting, virtually, on January 28, 2026, to help members submit their INMP Summary Report and Farm Evaluation for the 2025 crop year by the March 1, 2026, deadline. If you were unable to attend, the meeting was recorded and is available to view on the Coalition member portal home page to receive attendance credit. If you have not yet completed your surveys, please complete them by June 15, 2026 and contact the Coalition if you have any questions or issues on the Member Portal.

Water Ordering Procedures for Pumps Enrolled in District Power Programs

The District’s Groundwater Management Program, Irrigation System Management and Temporary Diversion Program use lower cost Western Area Power Administration energy to operate groundwater pumps, drip system booster pumps and temporary diversion pumps, respectively. The District’s Terms and Conditions for Agricultural Water Service apply to water delivered under programs. Accordingly, water users are required to place their water orders three days in advance if they are delivering water through a pump enrolled in the District’s power program. It is critical that water users comply with the ordering procedures to ensure that the District’s request for power to operate these facilities is accurate. Failure to place timely “on” or “off” orders will result in inaccurate power requests and increased power costs, which are then passed on to program participants.

Groundwater and Irrigation System Management Program Information

Westlands’ Groundwater Management Program integrates local groundwater resources into its water supply system by acquiring and operating efficient groundwater pumping facilities. Participants transfer their pumping equipment to Westlands, follow program schedules, and are charged a cost-based fee for groundwater pumped. The program ensures equitable costs, adherence to safety and efficiency standards for all facilities, and offers up to 40% in cost savings. We invite all landowners to participate in the Groundwater and Irrigation System Management Program.

If a power outage occurs at a facility enrolled in the District’s Groundwater or Irrigation System Management Programs (GWMP/ISMP), please call the PG&E Business Customer Service Center (BCSC) at 1-877-311-3276. The BCSC will address downed poles/lines, blown fuses, and damaged transformers. Please contact the District for any damaged or missing power meters. Before contacting PG&E, you will need your service location, for example NW NW Section-Township-Range. This information may also be included in the GWMP/ISMP applications.

Bollibokka Reservations Details

Reservations are being accepted for the Bollibokka, McCloud River property. The Bollibokka McCloud River property is very private, located along seven miles of the McCloud River immediately upstream of Shasta Lake. The McCloud River is esteemed for its beauty and is renowned as a premier stream for trout fishing in the world. To protect this unique fishery, all fishing is catch and release, fly only, and barbless hooks.

The reservation season begins on April 22, 2026, and ends on November 9, 2026. If you are interested in reserving a week for a fishing trip to Bollibokka, please review the following information and contact the manager listed below. Remember that for reservation purposes, the week begins on Wednesday morning and ends at sunset on the following Monday. The property is closed on Tuesdays for cleaning unless reserved for consecutive weeks. There are two accommodations available for rent on the property:

The Way Station is located on the upper two miles of the property. The Way Station can accommodate up to six guests, and that is also the maximum number of rods permitted on this portion of the river. The cost is $7,003.70 per week.

The Club House and Rock House are located on the lower five miles of the property. The two buildings can accommodate ten and four guests, respectively, and the maximum number of rods on this portion of the river is twelve. The cost is $10,835.00 per week.

The District is utilizing the experienced fly-fishing services of The Fly Shop in Redding, California to oversee property management activities and coordinate all uses of the property. Additionally, the Fly Shop has associations with many fly-fishing guides familiar with the McCloud River.

The Fly Shop will try to accommodate all reservation requests on a first-come, first-serve basis. Once your reservation is accepted, The Fly Shop will provide a Confirmation Package, which contains directions to the facilities, updated policies, information on cooking and cleaning services, and additional contact information. Payment for your stay should be made directly to The Fly Shop.
