As described in recent District-wide communications, the District’s meetings and workshop, and the recent presentation by Golden State Clean Energy (“GSCE”) at a Grower Advisory Committee meeting, Westlands Water District and Golden State Clean Energy (“GSCE”) are developing for future consideration for approval by the District, the ‘Valley Clean Infrastructure Plan’ (“VCIP”), including electric energy infrastructure (transmission, generation and storage) with a focus on key portions of the District.
To help with the development of the VCIP, GSCE has requested that landowners submit a non-binding VCIP Interest Form. It is necessary for GSCE to have an understanding of the total VCIP acreage that might participate in the VCIP, to inform the planning process.
To meet these requirements and a unique statewide transmission planning window in late 2023, GSCE strongly urged interested landowners to submit their VCIP Interest forms by no later than May 31, 2023. However, some landowners expressed a desire for more time to decide whether they will submit VCIP Interest Forms. To accommodate this, the District agreed to offer GSCE more time to meet its obligations to the District. Accordingly, for those that need more time, GSCE has moved the submission date to June 30, 2023, though GSCE asks that you make your submission sooner, if possible.
Lastly, several landowners recently noted that their lands may have special exclusions, requirements, or needs. GSCE will take those items into account in reviewing landowner submissions and, in turn, GSCE is asking landowners to generally note these items on their VCIP Forms or by inclusion of an attachment to their VCIP Forms.
