2024-2025 Supplemental Water Allocation and Advance Charges
This week the District will allocate 2024-2025 Supplemental Water to water users who submitted applications. The District expects to fulfill all timely and late requests received thus far.
Advance payment for acquisition costs of the water is required at the time Supplemental Water is made available for allocation, while operation and maintenance-related costs will be billed when the water is used. The District will notify Water Users regarding the allocation advance payment when acquisition costs are more certain. The allocation advance payment will apply towards the delivered Supplemental Water rate. If an advance payment is delinquent for 30 days or more, in its sole discretion, the District may withdraw the water made available for allocation to a Water User and reduce the Water User’s outstanding request by the same amount. However the Water User will continue to be liable to the District for any unused portion of the Supplemental Water unless the District is able to sell the Supplemental Water to another water user or the Supplemental Water has been transferred to another water user.
To provide financial relief to water users who receive allocations of 2024-2025 Supplemental Water, the General Manager is exercising her authority under Paragraph 10 of the District’s Terms & Conditions for Agricultural Water Service to establish a payment plan for advance payments. The payment plan for the 2024-2025 Supplemental Advance charges is as follows:
- The advance payment for 2024-2025 Supplemental Water made available in June 2024 will be payable in three equal monthly installments with one third (1/3) due July 25, one third (1/3) due August 26, and one third (1/3) due September 25, 2024. Water will be allocated once payment has been made.
- Water users that pay the full advance payment for all requested 2024-2025 Supplemental Water will have their entire request allocated to them after payment is made.
- The payment plan will include an interest component that is equal to the District’s rate of return available on its investment vehicles.
Timely payments made under this payment plan will not incur penalties or monitoring charges.

2024-2025 Supplemental Water Availability
The District has up to 45,000 acre feet of unrequested 2024-2025 Supplemental Water. Water users may submit late requests for Supplemental water until supply is exhausted. If you would like to be a part of the 2024-25 Supplemental Water program, please complete the attached agreement and return it to the Fresno Office as soon as possible. Late requests will be fulfilled on a first come, first serve basis.
