Westlands Water District is pleased to share an update regarding the District’s long-term infrastructure planning and clean energy development efforts.
As part of the broader Valley Clean Infrastructure Plan (VCIP), Westlands is advancing a long-term strategy to repurpose drainage-impaired and water-limited lands for clean energy development—including solar generation, battery storage, and electrical transmission infrastructure—creating new economic opportunities, supporting agricultural resilience, and contributing to California’s clean energy future.
To support this vision, Westlands has developed an interconnection process for renewable energy generation projects seeking access to the WWD Transmission System. This transmission framework is intended to enable coordinated development of generation resources within the District while supporting broader regional energy infrastructure goals.
This communication serves as an advance notice of Westlands’ intent to open an initial interconnection request window, tentatively scheduled for June 15 – June 26, 2026.
What This Means
Westlands has established a transparent, structured, interconnection framework—including a Transmission Owner Access Policy (TOAP) and Large Generator Interconnection Procedures (LGIP)—to evaluate requests for access to the District’s planned transmission system.
This process includes:
- A formal opportunity to request interconnection to the WWD Transmission System
- A structured application and study process to evaluate interconnection feasibility
- An initial cluster-based study approach to assess system impacts and required upgrades
Additional interconnection details—including procedures, application materials, and technical information—will be posted approximately 30 days prior to the request window on the VCIP website.
Solicitation of Interest (Non-Binding)
Westlands invites interested developers and participants to submit preliminary, non-binding expressions of interest to help inform planning and study readiness via the online interest form.
Requested information includes estimated MW size, anticipated number of interconnection requests, preferred or conceptual point(s) of interconnection (if known; must be one of the five substations identified in the final Program Environmental Impact Report), target commercial operation date range, and other relevant planning details.

Next Steps
WWD will post additional details regarding the interconnection process, application requirements, and study approach on or around May 15, 2026, ahead of the tentative June 15–26 request window.
This marks an important milestone in advancing VCIP and Westlands’ transmission planning efforts, positioning the District as a key hub for future energy infrastructure development in California’s San Joaquin Valley.
