The District will seek to acquire Sustainable Groundwater Management Act (SGMA) Substitute Water from surface water and groundwater sources for the 2023-2024 contract year, supported by revenue generated by a Tiered Pumping Allocation.
The Tiered Pumping Allocation: The District’s Board of Directors authorized the District to solicit interest by Groundwater Users in receiving a groundwater allocation above the 2023 1.3 AF/Acre Allocation Cap (Cap). To obtain that allocation, the District established the following tiered pumping categories:
- Tier 1: Approximately $650 for up to an additional 0.3 AF per Gross Acre (for a total of 1.6 AF per Gross Acre);
- Tier 2: Approximately $750 (in addition to the $650) for up to an additional 0.1 AF, above Tier 1 (for a total of 1.7 AF per Gross Acre); and
- Tier 3: Approximately $1,000 (in addition to the $650 and $750) for up to an additional, but no more than, 0.3 AF per Gross Acre (for a total of 2.0 AF per Gross Acre).
If you are interested in receiving an allocation above the 1.3 Cap, you will need to complete and submit the enclosed application and agreement. The application requires you to identify the quantity above the 1.3 Cap you would like to be allocated.
The District anticipates that it will make an allocation above the 1.3 Cap available to each Groundwater User’s account that completes and submits the application and agreement, as the District acquires SGMA Substitute Water. The District will make that allocation based on the quantity of SGMA Substitute Water the District is able to acquire and the number of Gross Acres associated with all accounts that have outstanding requests. The District projects at this time, given the limited water transfer market, it may only be able to acquire a quantity of SGMA Substitute Water to support pumping 0.05 AF/Acre above the 1.3 Cap, assuming there are 300,000 Gross Acres associated with the accounts that have completed and submitted the application and agreement.
Advance payment for the allocation above the 1.3 Cap is required. If an advance payment is delinquent for 30 days or more, the District may withdraw the allocation above the 1.3 Cap and reduce the Groundwater User’s outstanding request by the same amount.
