The United States Postal Service (USPS) has clarified that the postmark date is the date an item is first processed at a USPS sorting facility, not the date it is dropped off at a Post Office or handed to a carrier. As a result, even if an item is mailed on the due date, the postmark can reflect a later date due to USPS processing timelines.
Payees who must meet a “postmarked by [date]” requirement should be aware that the USPS postmark may be later than the day the item was deposited with USPS and are encouraged to plan accordingly to ensure timely processing.
To help ensure payments and documents are received on time, Payees may mail early or consider using electronic submission or hand delivery when strict deadlines apply. Payees who need proof of mailing may request a USPS Certificate of Mailing, Certified Mail receipt, or hand‑stamped postmark at the USPS retail counter.

The District is currently working on implementing an online payment system that will provide users with a payment option as an alternative to mailing payments. Details of this service will be provided over the next few months.
