The 2022 Benefit Assessment statements were mailed on June 7, 2022. The charges are due now and delinquent after November 17, 2022. A 5% penalty will be added after the delinquent date.
Land Acquisition Program, Reverse Auction
At its July 19, 2022 meeting, the Board of Directors authorized a Land Acquisition Program, Reverse Auction to acquire land within the District.
As part of an ongoing effort to conserve water, balance demand for irrigation water with supply, and to reduce reliance on groundwater, the District is soliciting offers from District landowners to sell their land to the District. All lands in the District are eligible to be purchased; however, priority will be given to land located in or adjacent to the Subsidence Prone Areas, as designated in the Regulations for the Groundwater Allocation Program and Use of Groundwater within the Westside Subbasin.
Landowners willing to sell land to the District are invited to submit offers to the District, by delivering the offers to the District’s office located at 3130 N. Fresno Street, P.O. Box 6056, Fresno, California, 93703, until 5:00 p.m. (Pacific Standard Time), August 31, 2022. Staff anticipates that offers will be reviewed and may be acted upon by the Board of Directors at its September 20, 2022 Board of Directors meeting, or at a subsequent Board of Directors meeting.

Westlands Water District 2022 General Election – Office of Director
The Westlands Water District 2022 General Election is scheduled for November 8, 2022. The election is for the office of Director. Four full-term seats must be filled. The election will be conducted as an all-mail ballot election. There will be no polling places, although ballots may be dropped off at the District’s Fresno office prior to the election or up to 8:00 p.m. on November 8, 2022. Ballots will be mailed to each District landowner on or about Monday, October 10, 2022. The election envelope mailed to landowners will include the official ballot, voting instructions, candidate statements, and an Authorization to Vote/Appointment of Proxy form.
On July 7, 2022, the District released a notice on a pre-authorization process to provide landowners with additional time to complete authorization to vote and appointment of proxy forms, if necessary and desired. For additional information, please see Notice No. 671 on the District’s website.

Sustainable Groundwater Management Act (SGMA) Update

On June 21, 2022, the Board of Directors adopted the clarified and amended chapters of the Westside Subbasin Groundwater Sustainability Plan and authorized submission of the Westside Subbasin Groundwater Sustainability Plan to the California Department of Water Resources. The District’s clarifications and amendments focus on the items outlined in DWR’s determination letter and recommended actions to clarify and amend the Westside Subbasin GSP. The clarified and amended GSP was submitted on July 18, 2022. The Public Comment Period ends on September 19th, 2022.
The next regular Advisory Committee (AC) and Technical Advisory Committee (TAC) meetings scheduled for August 23, 2022, have been canceled.
Growers who are interested in implementing recharge projects may review the Lower and Upper Aquifer maps located on Page 45 and 47, respectively, of the Rules and Regulations.
At the July Board Meeting, the Board of Directors authorized Staff to seek subscriptions for a Tiered Pumping Allocation to provide additional flexibility for growers, optimize the sustainable yield and reduce the risk of undesirable results within the Westside Subbasin. Forms to apply for the Tiered Pumping Allocation will be included in a separate landowner notice.
2022-2023 Supplemental Water Update

As of May 17, 2022, the total timely request for 2022-23 Supplemental Water is 158,248 acre-feet on 389,390 acres. The District is planning to acquire Supplemental Water from multiple sources for the 2022-2023 water contract year. It is estimated that the District can acquire 20,000 to 25,000 acre-feet of Supplemental Water and the delivered price to water users will range from $1,500 to $1,600 per acre-foot. The majority of the Supplemental Water is currently planned to be made available to water users in late summer to early fall.
Through August 9, the District made 8,850 acre-feet available for allocation to timely applicants. The District anticipates making 6,000 acre-feet available in the coming days and will continue to seek opportunities to make additional Supplemental Water available.
When Supplemental Water is made available for allocation, the quantity made available to a water user’s account is a proration based upon the water available at that time and the number of irrigable acres associated with accounts that have outstanding requests. When an account’s request has been fulfilled, it will no longer receive water, and the irrigable acres associated with that account will not be factored into subsequent allocations. Accordingly, water users with relatively high per-acre requests will receive the bulk (increment above the pro-rata amount) of their request later, if water is available.
Advance payment for acquisition costs of the water is required at the time Supplemental Water is made available for allocation, while operation and maintenance-related costs will be billed when the water is used. The District will notify water users regarding the allocation advance payment when acquisition costs are more certain. The allocation advance payment will apply toward the delivered Supplemental Water rate. If an advance payment is delinquent for 30 days or more, the District may withdraw the water made available for allocation to a water user and reduce the water user’s outstanding request by the same amount.

District staff continues installing meters on groundwater wells and as such will be reaching out to well owners regarding mechanical and pipeline discharge modifications and installation schedules.
The District would like to remind water users that meters installed on groundwater wells for compliance with the approved Groundwater Sustainability Plan are owned by the District and should not be adjusted or moved by water users or their staff. If water users observe installation issues, would like to connect their own AMI or monitoring system, or plan to abandon a well and want to move the meter to a new site, please contact District staff so the issue can be resolved.

Please report meter issues, and do not remove or replace District-owned meters.

2022-2023 CVP Contract Allocation
The 2022-23 Central Valley Project (CVP) allocation is 0% for South of Delta agricultural water contractors.
2022-2023 Water Supply Update
The Central Valley Project (CVP) currently has approximately 3.6 million acre-feet of water stored in northern CVP reservoirs; this represents 60% of the 15-year average. Shasta Reservoir storage is approximately 1.63 million acre-feet; 63% of the 15-year average. Federal storage in San Luis Reservoir is 169,000 acre-feet; 71% of the 15-year average. Jones Pumping Plant has operated at about 61% capacity this month.
Rescheduled and Carryover Water
Water users will continue to have access to carryover water throughout the 2022-2023 contract water year. Reclamation’s Rescheduling Guidelines impose a 1% per month storage loss factor for evaporation and system losses on remaining rescheduled and carryover water in the San Luis Reservoir. This loss factor will be prorated to water remaining in water user accounts each month until the District delivers all remaining carryover water. Neither the types of water in an account nor participation in the Supplemental Water program are factors that affect the amount of water that a water user can carryover under the District’s Rescheduling Guidelines. It is possible due to water users’ use of other water types, when the loss is prorated, the percentage of loss applied will be less than 1%. The District is reviewing all costs associated with this water and will be posting appropriate charges to affected water user accounts.

Water users should comply with the District’s water ordering procedures. Conveyance capacity through many laterals is constrained and District staff determines lateral demand based on water orders. When demand exceeds the capacity of the lateral, the entire lateral is adversely affected, and water service can be lost for all users on the lateral. To properly operate and maintain the District’s water distribution system, and to a larger extent the Central Valley Project, water users are required to place proper water orders in accordance with the District’s Terms and Conditions for Agricultural Water Service.
Further, water users who are found to be running without an order will have their meter(s) turned off pursuant to Article 2, Section 2.6.H of the District’s Rules and Regulations. In addition, meters found running without a valid water order may be subject to a portion of or entire lateral monitoring fee of $635.53. Accurate water orders are also critical for reference if a meter malfunctions or varies from a standard calibration range. Your monthly billing can be directly affected by the accuracy of your water orders.
Summer Hours of Operation
Effective June 6, the Five Points Shop and Field Office (including TFO, HFO, and PVPP), commenced summer hours of operation, from 6:00 a.m. to 2:30 p.m., Monday through Friday. All other District offices and operations will remain unchanged and will remain open from 8:00 a.m. to 5:00 p.m., Monday through Friday. Cross Connections and District Facility Protection

District facilities and adjacent water user property have suffered minor damages due to cross-connections with the District’s distribution system. We understand that flexibility is needed to connect and operate on-farm irrigation systems. Consideration needs to be given to the District’s distribution system when cross-connecting groundwater wells and other sources of water to protect District pipelines, tanks, reservoirs, and adjacent private property from damage. For assistance on proper connections, please contact District Field Engineering staff.

Groundwater and Irrigation System Management Program Outage Information

If a power outage occurs at a facility enrolled in the District’s Groundwater or Irrigation System Management Programs (GWMP/ISMP), please call the PG&E Business Customer Service Center (BCSC) at (800) 468-4743. The BCSC will address downed poles/lines, blown fuses, damaged transformers, and damaged or missing meters. Prior to contacting PG&E you will need your prior PG&E meter number or account number. This information may also be included on the GWMP/ISMP application(s).
Irrigation Evaluation Cost Share Rebate

The District is offering water users a rebate for mobile lab services. Mobile lab services perform irrigation system evaluations by measuring water rate application, system distribution uniformity and by providing efficiency improvement recommendations. The amount of rebate per field evaluation is limited to 25% of the invoice or $500, whichever is less. Funds are limited, and availability is on a first come, first serve, basis. Application and information are available on the water use efficiency page on the District’s website.
Low-Interest Irrigation Equipment Lease Program

In October the District amended the Expanded Irrigation System Improvement Program (EISIP) to include recharge project equipment. The District’s EISIP offers low-interest loans, of up to $130,000, to water users for the lease-purchase of irrigation system and recharge project equipment. Water users who plan to install a system on land that is served by a pump enrolled in a District power program may also be eligible for a 35% cost share, up to $45,000, from the District’s EISIP/Public Purpose Program (P3) Grant. Additional information is available on the EISIP and P3 pages on the District’s website.
Canal Integration Program and Distribution Integration Program
The District is currently offering the Canal Integration Program (CIP) and Distribution Integration Program (DIP) for water users who wish to participate. The CIP and DIP provide water users the flexibility to develop and manage groundwater supplies for conveyance throughout the District. Information about the two programs will be posted on the water supply page on the District’s website.
The Coalition has reached out to some members regarding the Management Practices Implementation Report (MPIR) surveys. If you have been contacted regarding this requirement, please submit your survey by Wednesday, August 31, 2022. Please contact the Coalition if you have any questions.
Voltus Demand Response Auction Mechanism and/or Operating Reserves Programs
Voltus, Inc., a load aggregator contracted with the California Independent System Operator (CAISO), is offering water users enrolled in the Groundwater Management Program (GWMP), Irrigation System Management Program (ISMP), and Temporary Diversions (TD) the opportunity to participate in the Demand Response Auction Mechanism (DRAM) and/or CAISO Operating Reserves (OR) programs. The programs will reduce demand on the electric grid when there is congestion or lower operating reserves. Water Users that participate and respond to requests to reduce load could be compensated from $15,000 – $100,000+ by Voltus, Inc.
